Welcome to the Connecting Waters Charter School web site. The CWCS Charter was granted to Innovative Education Management by the Waterford Unified School District in 2002 and approved by the State Board of Education. This school is enrolling students who reside in an eight-county area including Stanislaus, San Joaquin, Alameda. Calaveras, Mariposa, Merced, Santa Clara, and Tuolumne counties
